For a cost of one, you get the usual trappings of a Leeta card minus
her status as a Dabo Girl. That only makes sense though, as by this
time in the Deep Space 9 storyline, she had given up her eye candy
employment to follow Rom to Ferenginar as Grand Nagus. You do get a
Ferengi-affiliation personnel with a Deep Space 9 icon, bringing the
number of such personnel you could have in play to four; the 
Dabo deck is easier to get started now.
It's the rest of her that makes her useable though. Her Integrity of six will help you with lots of good dilemmas, her Honor is in short supply with the Ferengi affiliation, and her cost of one will offset many of the good three-cost Ferengi personnel. Heck, she even has a staffing icon. Her gametext is where she really shines, however. If she is randomly selected, you can put a card under Ferenginar... a card such as an equipment to use with Gaila, or a Rule card for use with Reyga, or even a key personnel (or skill) you need to get into play next turn via Ishka and Rule #6.
She doesn't create any new strategies on her own, but she does do a decent job of furthering other strategies. You could say she is devoted to helping Gaila, Reyga and Ishka.
