    When any number of your Cardassian Officer and/or Cardassian Treachery personnel are about to be stopped by a dilemma, discard the top three cards of your deck to prevent that.

    Although in theory, the Central Command was but one third of the Cardassian government, their long reach and powerful influence gave them significant control of the Union.

    Characteristics: prevent your personnel from beeing stopped by a dilemma, manipulate your deck.
    Requires: Cardassian affiliation.
