    Seeds or plays on your Neutral, Non-Aligned, or Delta Quadrant facility, except Colony or a Nor. Each of your Affiliation Non-Aligned CIVILIAN and V.I.P. personnel who is native to this quadrant is CUNNING +2; once each turn, one may report aboard (for free). Each time opponent plays Going To The Top, you may download one personnel aboard. OR Plays on your crew or Away Team that has 4 Treachery. Draw up to three cards; discard incident.

    The Non-Aligned may not have a homeworld to call their own, but they don't need one to use this headquarters-equivalent. Just add this to your facility to get HQ-style bonuses. No matching homeworld required.

    Similar to the Ferengi Tower of Commerceimage, once each turn, you can report a Non-Aligned CIVILIAN or V.I.P. who matches the quadrant for free, even if you've played the Council at a facility they normally couldn't report at (like a Terraforming Stationimage). Think about it - all of a sudden, you can play for free cards like Loreimage, Nick Locarnoimage, Mornimage, Beverly and Willimage, Hagathimage, Thomas Parisimage, Kesimage... the list goes on and on.

    Of course, it doesn't stop there. All those same personnel get a CUNNING +2 bonus (even if you didn't play them to the War Council). With dilemmas like Twistedimage and Clan Peopleimage out there, that's important. Thrown in on top of all this, whenever your opponent plays Going To The Topimage, you get a better download - any personnel you want! (And if you want to be really mean, you could always use Quinnimage or Amanda Rogersimage to nullify the Going To The Topimage - you get a personnel, but they don't.)

    The last function gives Treachery decks a safer Kivas Fajo - Collectorimage - just have 4 Treachery in one place, and play War Council from hand to draw up to three cards without worrying about Mirror Imageimage, Kevin Uxbridgeimage, or Quinnimage. Easily used by Cardassians, Romulans, and the Mirror Quadrant affiliations.

    Combos:

    • Terraforming Station + War Council: Binder fodder? Maybe. But now you can report there, and it's a facility that'll keep Volcanic Eruptionimage away. (And if you make it to the final confrontation, guess which mission your opponent won't be solving.)
    • Neutral Outpostimage + War Council: Any space mission can become your "homeworld".
