Treaty cards are the perfect way to bring the best of two worlds to your deck. Each affiliation's unique strengths come at the expense of some distinct weaknesses. With a Treaty, you can use one affiliation to "plug the holes" of another, covering a wider variety of dilemmas and opposing strategies. You can also take two affiliations with similar strengths and combine them into a powerhouse of multiple redundancies. If one affiliation falters during the game, the other is there to carry it along.
The Romulan/Cardassian alliance is a pairing as natural as they come. The two masters of Espionage and Treachery have one of the most powerful Treaties around. It is not only seedable, it's a Hidden Agenda. You can keep it secret in the early game so your opponent won't be encouraged to use their first Q's Tent
