    I think the use of Maxwell is pretty straightforward. You should download him first turn with Defend Homeworld.  After which you should use him to download the Enterprise.  He is also useful in the fact that he does provide security, which is somewhat lacking among the Enterprise Collection.  He also provides another attribute boost on the Enterprise with his CMD icon.
