    This card has an clarification:

    This personnel is removed from the selection pool before any random selection is made. Even if he is the only personnel present, it is still considered a random selection, which he can avoid, if a card specifies a random selection. See mission attempt, dilemma resolution – targets.

    The personal combat phase of a personnel battle is not considered a random selection, so he cannot avoid personal combat and may be stunned or mortally wounded in battle. He may avoid the random selection for death at the end of the battle if he is not stunned or disabled.

    This Card-Review article was written by Kathy McCracken and was published first on "Decipher's Website (decipher.com)" at Jul 11th, 1998.

    This version of the Elim Garak persona (the other version is Plain, Simple Garakimage) is something of a "dark" counterpart to the Alternate Universe Garakimage from the First Anthology. He has Obsidian Order skill instead of SECURITY, Treachery instead of Honor. And instead of heroically flinging himself between his friends and the disruptor fire (as Garak "may replace anyone randomly selected to die here), this Elim Garak judiciously avoids any random selection altogether. Sounds almost like he should have a green border.

    If you like this mix of skills, but still need some higher INTEGRITY and Honor, why not use both? Elim Garak is a different persona than Garak, because they do not share the same card name or a bold-faced lore reference, so they can happily coexist in the same Cardassian deck, or even in a Romulan deck with a treaty.
