This version of the Elim Garak persona (the other version is Plain, Simple Garak) is something of a "dark" counterpart to the Alternate Universe Garak from the First Anthology. He has Obsidian Order skill instead of SECURITY, Treachery instead of Honor. And instead of heroically flinging himself between his friends and the disruptor fire (as Garak "may replace anyone randomly selected to die here), this Elim Garak judiciously avoids any random selection altogether. Sounds almost like he should have a green border.
If you like this mix of skills, but still need some higher INTEGRITY and Honor, why not use both? Elim Garak is a different persona than Garak, because they do not share the same card name or a bold-faced lore reference, so they can happily coexist in the same Cardassian deck, or even in a Romulan deck with a treaty.
