Aefvadh! Here's a card I've had several requests for, so I guess it's time to do it. Though it's green-bordered, it also has a tinge of blue, and I seldom build a deck without it. That's right, none other than...NO, not Stefan DeSeve! None other than our very own...
This first dual-affiliation personnel was a great breakthrough for the Romulans, providing by far the most valuable personnel available to the Empire prior to the release of Taris and Sirol. Look at her advantages:
Empathy. Rommies no longer had to rely on a single available Empath, Devinoni Ral, unique and therefore unplayable in duplicate, to do the 40 point New Contact mission. The release of AU also made Empathy a critical skill for countering Thought Fire (devastating to Romulans) and Cardassian Trap. With Maques, she even provides hope of curing Frame of Mind. And it's her second listed skill, untouchable by Rascals or Tsiolkovsky Infection. Her Empathy alone makes her a virtual necessity in any Romulan deck. But she has plenty more to recommend her.
Treachery. Never can have enough of this for your basic Romulan Treac hery deck.
Tal Shiar. A 40-point mission (Quash Conspiracy) she can complete on her own. Just keep the Major on a handy Scout or Science Vessel (preferably upline from the mission to avoid Borg Ship surprises) while your basic crew takes out the dilemmas. Then when they are unable to complete the mission, their attempt ends, move in the Major, and score 40. In addition, she can now serve as a battle leader if you have no other, and allow you to attack a Romulan opponent.
VIP Classification. A great backup VIP for Diplomatic Conference, as you can use her for whichever affiliation you didn't already draw.
Even CUNNING. Immune to Hunter Gangs.
Dual Affiliation. She justifies seeding of an extra (Neutral) outpost for her potential Federation affiliation, and allows you to "espionage" Federation mission with the backup of non-aligned support personnel.
Her only Romulan disadvantage is her Integrity of 4, leaving her vulnerable to Firestorms with no help available from D’Tan or Lower Decks.
What about (heresy!) Federation decks? Well, in blue mode our Major is just a clone of Deanna Troi, with two exceptions: her classification is VIP instead of OFFICER (no big loss), and she has an AU icon. Which makes her an nice replacement for her alter ego, as the advantages listed above for these two features apply just as well to Federation use, including staffing for the AU-hungry Future Enterprise. And her dual affiliation again allows seeding of a Neutral Outpost, this time for potential green-ness, not to mention the possibility of otherwise impossible "espionage" of Romulan missions with non-aligned support crew!
All in all, great for both affiliations, but with far more advantages accruing to the Romulans. Don't leave the Outpost without her.
