Getting the Mirror Universe Starfleet personnel to achieve their maximum potential is going to revolve around emptying your hand. Now, in the rules it states you must spend seven counters during your play and draw cards segment if possible. This means that if you can't play the cards out of your hand you'll probably be stuck spending some counters to draw cards.

Early on, that won't be such a big deal, even with Mirror Starfleet. After all, what good is T'Pol, Not a Slaveimage if you don't have her in play? But after you start attempting missions, you'll want your hand empty for cards like Malcolm Reed, Enthusiastic Majorimage.

But, how to keep from drawing cards? Bingo! The mirror universe Enterprise changes the rules of the game and says you don't have to spend all your counters. Plus, without those pesky cards in hand, this ship is a nice 8-7-7. Not too bad for the reflection, eh?
