    Maybe I'm the only one that looks at The Viceroy, Advisor to the Praetor and hears the cackling laugh of Skeletor from the cartoon He-Man and the Masters of the Universe, but he's certainly no laughing matter to your opponent's plans.

    Comparing the two Viceroys, one finds they share the skills of Medical, Telepathy, and Treachery.  However, instead of Exobiology, Geology and Leadership, this new version has Biology and Diplomacy instead.  Depending on your skill needs alone, either one of them could be a good fit for you.  Romulans have eight other personnel who have Exobiology and Geology, nine have Biology, eighteen have Diplomacy and twenty-three have Leadership.

    Skills aside, it's the ability of the newest Viceroy that warrants his cost of three and moves him ahead of his predecessor in terms of usability.  There's just something about being able to download any event you want, discarding a card from hand to do so, that appeals to me.  All you have to do is have this Viceroy in play and wait for your opponent to play an event, that's all.  These days, it's pretty likely that your opponent is going to be playing Events at some point, so why not take advantage of that?  Even better, you get to do this on your opponent's turn, thereby setting up your next turn.  Getting that needed Getting Under Your Skinimage, Prejudice and Politicsimage, Far-Seeing Eyesimage, Power Shiftimage, Brinkmanshipimage or anything else for your next turn can make things move faster for your Romulans.  This can also give you extra events to discard for "unstopping" certain Romulans or adding skills to Counterinsurgency Programimage.

    Each Viceroy has his own niche, but using the new Viceroy as opposed to lower-cost, card-cycling, higher-skilled Premiere version will happen more often than not.
