Whenever new cards are revealed, we always tend to look forward to the main characters and ships. Even more we hope that they will be top cards from the set and get upset if they are not what we expect them to be. True they are what made the success of the shows, but let's never forget the little man in the background. Wasn't the killing of the redshirt not as anticipated as Kirk kissing the girl?
These characters end up on support cards and after a while they mostly become binder fodder. Luckily once so often the designers are able to lift these personnel to a higher standard. Davies, Kahmis and Morik are very good examples of this. Well I'm sure that Nelson Kemper will join their ranks.
A non-unique 2-cost personnel with three skills and 4-4-4 in attributes is not something you normally consider putting into a deck, unless there was a special theme involved. But this guy's ability will make you think twice. For every MACO present he is attributes +1.
This noble unknown instantly changed from a 'just another' to a 'how can I exploit this' card. The first thing he has going for him is that he is non-unique, so he can already boost "himself" (other copies of Kemper), resulting in each being attributes +2 if you get all three together.
But it doesn't stop there. His ability isn't limited and with other non-unique MACO's in the set this little nobody suddenly becomes a notable somebody. Having high attributes and two of the needed skills attempting Avert Solar Implosion or Deliver Ancient Artifact becomes a lot easier than it was before.
This card has the slumbering ability to become very powerful and it will be hard if not impossible not adding this personnel to your Starfleet decks.
