It seems not many in the Star Trek universe know exactly what Self-Sealing Stem Bolts do, but that didn't stop Jake and Nog from trading them for something more valuable. The same goes for you if you include this unusual equipment in your deck.

Once during your turn, you can discard one of your Equipment cards at the location of a homeworld and replace it by downloading Stem Bolts. If you have any Jake or any Nog present, the trade may work in reverse. In short, Stem Bolts make Jake or Nog the key to downloading any Equipment card you want. Think of all those personnel with special downloads of equipment: Paul Porter, Security Chief Garak, First Officer Spock, the The Original Series versions of most of the Deep Space Nine main characters... the list goes on and on. With Jake or Nog around and Stem Bolts in your draw deck, you're two turns away from converting those downloads into the Equipment card of your choice.

    Combos:

Self-Sealing Stem Bolts + Cargo Bay: Complete a cargo run, then go to a homeworld, "cash out" the equipment you used for Stem Bolts, and begin again. It's like two cargo runs for the price of one!

Self-Sealing Stem Bolts + Mr. Nog + Bribery: The mirror universe version of Nog also qualifies as "any Nog." He can exchange the various personnel downloads of equipment on Mirror personnel for Gold-Pressed Latinum, which can then be used with his Greed to bribe your way into almost any mission you like.
